Published in the Official State Gazette on April 9, 2026, the excerpt from the Resolution of April 7, 2026, issued by the Presidency of the State Research Agency, approving the call for early processing for the year 2026 of the procedure for granting grants to encourage the recruitment of established talent, the “ATRAE Program,” within the framework of the State Human Resources Program of the State Plan for Scientific, Technical, and Innovation Research for the period 2024–2027.

OBJECTIVE
To facilitate the incorporation of consolidated research talent of recognized international prestige, promoting progress towards a more competitive Spanish System of Science, Technology and Innovation (SECTI) at both national and international levels.
The aim is therefore to foster the circulation of knowledge and excellent research personnel, incorporating them on a stable basis into the SECTI, supporting their careers and encouraging the creation and consolidation of top-level research teams.
In order to encourage participation from scientific personnel coming from research institutions located in the United States of America—one of the world’s leading research powers—the maximum amount of funding available for this group is increased.
CHARACTERISTICS OF THE ACTIONS AND ACTIVITIES FUNDED
Characteristics of the actions:
- Actions aimed at facilitating the stable incorporation of consolidated research talent.
- It is mandatory for beneficiary entities to launch a selection process, competition or procedure to fill a permanent position within the field of knowledge of the Principal Investigator (PI).
- Actions will be carried out individually by a single beneficiary. The duration may be 3 or 4 years.
- Funded actions may receive up to €1,000,000, including both direct and indirect costs.
- This amount may increase up to €1,200,000 if the proposed Principal Investigator has been affiliated with research organizations located in the United States for at least 5 years between January 1, 2019 and the start date of the application submission period.
Fundable activities included in the actions:
Mandatory:
- Costs of implementing an R&D&I project led by the PI.
- Costs of hiring the PI, from the start date of the project execution period until the date prior to filling the permanent position.
Contract modality: distinguished researcher contract, as established in Article 23 of Law 14/2011 of June 1.
Minimum salary (full-time): €80,000 gross per year (or equivalent for part-time).
Maximum eligible hiring cost per year: €150,000 gross.
Optional:
- Costs for setting up and/or improving facilities: expenses for adapting spaces, laboratory upgrades, and similar needs required to start or strengthen the PI’s research line.

BUDGET AND FUNDING
Budget: €40,000,000 in grants.
Funded through the Spanish State General Budget.
Payment schedule: 2027 and 2028.
BENEFICIARIES
Public research organizations, public universities and their university institutes, private universities, public healthcare entities and institutions, accredited public health research institutes, and other public R&D&I centers.
ELIGIBILITY REQUIREMENTS FOR THE PROPOSED PI
- Must hold a PhD degree obtained before January 1, 2019.
- Must have been professionally affiliated with foreign research institutions for at least 5 years between January 1, 2020 and the start date of the application submission period.
- Must not belong to any of the university teaching civil service bodies of public universities, nor be a career civil servant researcher in Public Research Organizations of the Spanish General State Administration, nor be employed by a Spanish public university as a contracted doctoral lecturer or permanent staff member (or equivalent positions under regional systems). This requirement must be fulfilled throughout the entire process, from the submission of the application until its resolution.
- Must not have passed a selection process or been proposed in a competition for entry or access to any of the bodies, categories or positions mentioned above. This requirement must be fulfilled throughout the entire process, from the submission of the application until its resolution.
PARTICIPATION AND COMPATIBILITY RULES FOR THE PROPOSED PI
- The same PI may not appear in more than one application submitted to this call.
- Must not appear as PI in an application funded in a previous call of this programme or in the Research Consolidation Grants of the State Research Agency.
- Must not appear as PI in an application submitted to the 2025 call of this programme whose total score did not reach 80 points.
APPLICATION FORM AND REQUIRED DOCUMENTATION
Both the proposed Principal Investigator and the legal representative of the entity must be previously registered in the RUS system, under the “Researcher Register” and “Representative Register” sections, respectively.
The application form must be completed electronically by the applicant entity through access to the online application system by the legal representative, duly accredited in SISEN.
The legal representative must attach the following mandatory documentation to the electronic application form as an integral part of it:
- CVA of the proposed PI: must be submitted in English, using the standard template available on the Agency’s website or the template provided by the Spanish Foundation for Science and Technology (FECYT).
- Scientific-Technical Proposal: must be submitted in English, and it is recommended to use the template available on the Agency’s website.
- Specific documentation, where applicable, related to the implementation of certain projects.
Prior to the electronic signing and submission of the application, the applicant entity must have the corresponding express authoritation, signed by the proposed PI, allowing the inclusion of their candidacy in the application (this document is not submitted with the application).
The legal representative of the applicant entity will complete the submission of the application through electronic signature and registration.
EVALUATION CRITERIA
As established in Annex III.7 of Order CIN/1025/2022 of October 27, as amended by Order CNU/1459/2023 of December 26.
Application System
Access to the application system will be carried out by the Legal Representative of the applicant entity, who will complete the application form and submit it through electronic signature and registration via the SIGNATURE Application – Application Registry.
Applications that do not include the electronic signature and registration of the Legal Representative will be considered as not submitted.

- Application Submission Deadline:
From April 23 to June 4, 2026, at 14:00 (Spanish mainland time).
- Unlocking the Application:
Once the final application has been generated, the Legal Representative of the applicant entity may unlock it through the signature application, provided that it has not yet been signed. However, once the application has been signed and registered, it can no longer be unlocked.
- Application documentation: only files in PDF format with a maximum size of 4 MB may be attached in the application system.
- Page limit for the Scientific-Technical Proposal and the PI’s CVA in the application system
The final application cannot be generated if:
- A Scientific-Technical Proposal exceeding 12 pages is attached, or a CVA exceeding 4 pages is attached.

La convocatoria de tramitación anticipada para el año 2026 del procedimiento de concesión de ayudas para incentivar la incorporación de talento consolidado «Programa ATRAE», se enmarca en el Programa Estatal de Recursos Humanos, del Plan Estatal de Investigación Científica, Técnica y de Innovación para el período 2024-2027.
OBJETIVO
Facilitar la incorporación de talento investigador consolidado, de reconocido prestigio internacional, de manera que se promueva el avance hacia un Sistema Español de Ciencia, Tecnología e Innovación (SECTI) más competitivo a nivel nacional e internacional. Se trata, por tanto, de favorecer la circulación de conocimiento y personal investigador excelente, incorporándolo de manera estable en el SECTI, apoyando su carrera y estimulando la generación y consolidación de equipos de investigación de primer nivel.
Con la finalidad de incentivar la participación de personal científico procedente de entidades de investigación ubicadas en el territorio de los Estados Unidos de América, una de las principales potencias en el ámbito de la investigación a nivel mundial, se incrementa para este colectivo la cuantía máxima de la ayuda a la que pueden optar.
CARACTERÍSTICAS DE LAS ACTUACIONES Y ACTIVIDADES QUE SE FINANCIAN
Características de las actuaciones:
- Actuaciones que faciliten la incorporación de manera estable de talento investigador consolidado.
- Obligatorio que las entidades beneficiarias realicen la convocatoria de un proceso selectivo, concurso o procedimiento para la cobertura de una plaza permanente en el ámbito de conocimiento del/de la IP.
- Las actuaciones se realizarán de forma individual por un único beneficiario. La duración de las actuaciones podrá ser de 3 o 4 años.
- Las actuaciones que se financien podrán recibir hasta 1.000.000 €, donde se incluyen tanto los costes directos como los costes indirectos.
Esta cuantía podrá aumentarse hasta los 1.200.000,00 € en el caso de que los investigadores principales propuestos hubieran estado vinculados con organismos de investigación situados en el territorio de los Estados Unidos de América durante, al menos, 5 años, en el periodo comprendido entre el 1 de enero de 2019 y la fecha de inicio del plazo de presentación de solicitudes.
Actividades financiables incluidas en las actuaciones:
Con carácter obligatorio:
- Costes de ejecución de un proyecto propio de I+D+i liderado por el/la IP de la actuación.
- Costes de contratación del/de la IP de la actuación: desde la fecha de inicio del periodo de ejecución de la actuación hasta la fecha previa a la de cobertura del puesto de trabajo de carácter permanente.
Modalidad de contratación: contrato de investigador/a distinguido/a, previsto en el artículo 23 de la Ley 14/2011, de 1 de junio.
Retribución mínima salarial del contrato con dedicación a tiempo completo: 80.000 € brutos anuales (o la que resulte equivalente en el caso de dedicación a tiempo parcial).
Coste de contratación máximo financiable por año: 150.000 € brutos anuales
Opcionalmente:
- Costes de establecimiento y/o mejora de instalaciones: Gastos destinados a adecuación de espacios, renovación de laboratorio y similares, necesarios para el inicio o el afianzamiento de la línea de investigación del/de la IP de la actuación.
Costes Indirectos: 25% sobre los costes directos de ejecución del proyecto de I+D+I y de establecimiento y/o mejora de instalaciones.
PRESUPUESTO Y FINANCIACIÓN
Presupuesto: 40.000.000 € en subvención.
Financiación con cargo a los Presupuestos Generales del Estado.
Anualidades de Pago: 2027 y 2028.
BENEFICIARIOS DE LAS AYUDAS
Organismos públicos de investigación, las universidades públicas y sus institutos universitarios, las universidades privadas, las entidades e instituciones sanitarias públicas, los institutos de investigación sanitaria acreditados de naturaleza pública, y otros centros públicos de I+D+i.
REQUISITOS DE PARTICIPACIÓN DEL/DE LA IP propuesto/a
- Estar en posesión del grado de doctor: Fecha de obtención del grado de doctor/a anterior al 1 de enero de 2019.
- Haber estado vinculado profesionalmente con organismos de investigación extranjeros durante al menos 5 años, en el periodo comprendido entre el 1 de enero de 2020 y la fecha de inicio del plazo de presentación de solicitudes.
- No pertenecer a alguno de los cuerpos de funcionarios docentes universitarios de las Universidades públicas, ni ser personal investigador funcionario de carrera al servicio de los Organismos Públicos de Investigación de la Administración General del Estado, ni estar contratado/a en una Universidad pública española como profesor/a contratado/a doctor/a o profesor/a permanente laboral (o bajo figuras equivalentes de agencias autonómicas). Este requisito deberá cumplirse durante toda la tramitación, desde el momento de presentación de la solicitud hasta su resolución.
- No haber superado un proceso selectivo o haber resultado propuesto en un concurso para el ingreso o acceso a alguno de los cuerpos, escalas o plazas recogidas en el apartado anterior. Este requisito deberá cumplirse durante toda la tramitación, desde el momento de presentación de la solicitud hasta su resolución.
RÉGIMEN DE PARTICIPACIÓN Y COMPATIBILIDAD DEL/DE LA IP propuesto/a
- El/la mismo/a IP no podrá figurar en más de una solicitud presentada a esta convocatoria.
- No figurar como IP en una solicitud financiada en una convocatoria anterior de esta actuación o de las ayudas para incentivar la consolidación investigadora de la Agencia Estatal de Investigación.
- No figurar como IP en una solicitud presentada a la convocatoria 2025 de esta actuación, cuya puntuación total no haya alcanzado 80 puntos.
CUMPLIMENTACIÓN DEL FORMULARIO DE SOLICITUD Y DOCUMENTACIÓN REQUERIDA
Es imprescindible que tanto el/la investigador/a principal propuesto/a como la persona que ostente la representación legal de la entidad estén inscritos/as previamente en el RUS, registrándose, respectivamente, en los apartados de “Registro de investigador” o “Registro de representante”.
Cumplimentación del formulario electrónico por la entidad solicitante, mediante acceso a la aplicación telemática de solicitud por parte del/de la representante legal de la entidad, acreditado/a en SISEN.
El/la representante legal de la entidad deberá adjuntar al formulario electrónico de solicitud la siguiente documentación obligatoria, como parte integrante de la misma:
- CVA del/de la IP propuesto/a: se presentará en inglés, en el modelo normalizado disponible en la página web de la Agencia, o en el modelo normalizado disponible en la página web de la Fundación Española para la Ciencia y la Tecnología (FECYT).
- Memoria Científico-Técnica: se presentará en inglés y se recomienda utilizar para su cumplimentación el modelo disponible en la página web de la Agencia.
- En su caso, la Documentación Específica que corresponda a la ejecución de determinados proyectos.
Con carácter previo a la firma y registro electrónicos de la solicitud, la entidad solicitante deberá contar con la correspondiente autorización expresa, firmada por el/la IP propuesto/a para la inclusión de su candidatura en la solicitud, pero no se aportará con la solicitud.
La persona que ostente la representación legal de la entidad solicitante completará la presentación de la solicitud mediante su firma y registro electrónicos.
CRITERIOS DE EVALUCIÓN:
Los establecidos en el anexo III.7 de la Orden CIN/1025/2022, de 27 de octubre, modificada por la Orden CNU/1459/2023, de 26 de diciembre.
Las solicitudes se presentarán a través de la aplicación telemática de solicitud, disponible en la sede electrónica del Ministerio
El acceso a la aplicación de solicitud se realizará por parte del/de la Representante Legal de la Entidad solicitante, que será la persona que complete el formulario de solicitud y lo presente, mediante su firma y registro a través de la aplicación de FIRMA - Registro de Solicitudes.
Las solicitudes que no cuenten con la firma y registro electrónicos de la persona que ostente la representación legal se tendrán por no presentadas.
Acceso a la aplicación de firma y registro de solicitudes
- Plazo de presentación de solicitudes:
Plazo de presentación de solicitudes: del 23 de abril al 4 de junio de 2026 a las 14:00 horas (hora peninsular española)
- Desbloqueo de la solicitud:
Una vez generada la solicitud definitiva, la persona que ostente la representación legal de la entidad solicitante, a través de la aplicación de firma, podrá desbloquearla siempre que no haya firmado dicha solicitud. Sin embargo, una vez firmada y registrada la solicitud ya no habrá ningún modo de desbloquearla.
- Documentación de solicitud: sólo podrá adjuntar en la aplicación de solicitud ficheros con formato pdf y tamaño menor o igual a 4Mb.
- Límite del número de páginas de la Memoria Científico-Técnica y del CVA del/de la IP en la aplicación de solicitud:
No se podrá generar la solicitud definitiva si:
